کالاها و خدمات شهری را می‌توان به لحاظ ماهیت قیمت گذاری به دونوع کالاهای عمومی و خصوصی تقسیم نمود. خدمات اتوبوسهای شهری جز کالاهای خصوصی خالصی محسوب می‌شود که دارای صرفه‌های خارجی مثبت می‌باشد. اثر موهرینگ از مهمترین صرفه‌های خارجی خطوط اتوبوسرانی است که در واقع فلسفه و ماهیت اعطای یارانه را توسط شهرداری و دولت توجیه می‌نماید. در این پژوهش مدلهای محاسبه پولی اثر موهرینگ شرح و در نهایت مدل قیمتگذاری بهینه خدمات اتوبوس‌های شهری ارائه می‌گردد. نتایج پژوهش نشان می‌دهد که مدل قیمت‌گذاری بهینه با سیاست قیمتگذاری بلیط اتوبوس شهرداری تهران تفاوتهای فاحشی دارد. تخمین تجربی مدل نیز تفاوت زیاد قیمت های موجود و پرداخت یارانه را با مقادیر بهینه استخراجی از مدل ارائه شده نشان می‌دهد.
