نرخ تورم، که بر اساس شاخص قیمت مصرف‏کننده اندازه‏گیری می‏شود، می‌تواند به ترکیبی از دو جزء با ثبات و موقت تفکیک شود. این تفکیک از اهمیت ویژه‌ای در تجزیه و تحلیل نرخ تورم و سیاست‏گذاری‏های کنترل تورم برخوردار است. در حقیقت، بدون اطلاع از جزء با ثبات، که اصطلاحا تورم هسته نامیده می‏شود، ممکن است هدفگذاری‌های کمّی در خصوص تورم دقیق نبوده و حتی محدودکننده باشد. تورم هسته، به عنوان پایدارترین جزء تورم اندازه‏گیری شده را می‌توان از طریق بیرون کشیدن تحرکات موقتی در قیمت‏ها استخراج کرد. به علاوه، درک رفتار تورم هسته در سطح کل کشور نیازمند درک رفتار تورم هسته در سطح استانی است، زیرا ساختار تورم کشوری مبتنی بر تورم‏های استانی است. از این‏رو، هدف مطالعه حاضر، برآورد تورم هسته در کشور و استان‏ها است. از آنجایی‏که تورم هسته یک متغیر غیرقابل مشاهده است، برآورد آن با استفاده از مدل‏ حالت- فضا و روش بازگشتی فیلتر کالمن انجام شده است. نتایج به دست آمده حاکی از آن است که در کل کشور و در تمامی استان‏ها، به‏طور متوسط تورم هسته کمتر از تورم اندازه‏گیری شده است. در برخی از استان‏ها تورم هسته نسبت به تورم اندازه‏گیری شده انحراف معیار بیشتر و بنابراین نوسان بیشتری داشته است، اما در برخی دیگر، انحراف معیار و نوسان تورم هسته در مقایسه با تورم اندازه‏گیری شده، کمتر بوده است.
