این مقاله درصدد بررسی نظری نقش ساختار بازار سپرده بانکی در چگونگی اثر بخشی سیاست‌های احتیاطی خرد و کلان بصورت تعیین صلاحدیدانه سرمایه مقرراتی بانک‌ها در تلفیق با سیاست پولی است. جهت تحقق این امر، یک چارچوب تحلیلی تعادل جزیی در بر گیرنده آحاد اقتصادی عقلایی و امکان ریسک سرایت در شبکه بانکی به منظور دستیابی به نتایج صریح و ملموس‌تر، گسترش داده شده است. بطور کلی نشان داده خواهد شد که ساختار غیررقابتی بازار سپرده بانکی به منزله یک کانال انتقال سیاستی (که در ادبیات کمتر بدان توجه شده است)، می‌تواند دلالت‌های خرد و کلان این دست از سیاست‌ها را بطور قابل توجهی متحول سازد. بطور مشخص، آثار سیاست‌های مزبور در زمینه کارایی تخصیصی و تثبیتی به لحاظ انواع تعادل‌های قابل تصور برای نرخ‌های سپرده، بازده خالص انتظاری، مارکاپ انتظاری، و سطح تلاش انتظاری بانک‌های فعال در شبکه بانکی پیگیری خواهد شد. در این میان، کمتر از یک بودن کشش‌های سرمایه مقرراتی مارکاپ انتظاری شبکه بانکی در سطح خرد و کلان، نقشی ویژ‌ه در سیاست‌گذاری‌های احتیاطی ایفا می‌نماید.
